White is not universal
US documents use white or off-white. Canada uses white or light-coloured. UK guidance uses a plain light-coloured background. Always match the authority rather than applying one universal preset.

Prevent shadows
Move at least one meter away from the wall and place the main light near the camera. Avoid a single ceiling light, which creates dark eye sockets and a shadow behind the head.
Use digital cleanup carefully
A clean background must not come at the cost of altered hair, ears or facial edges. Keep the person natural and check whether the issuing authority allows digital changes.
